Qualfon, a global marketing and call center, said last February it was looking to become one of Johnstown's largest employers.
Representatives of the company said they were looking to hire over 400 people in the Johnstown office.
Between January and March this year, over 200 employees were laid off according to documents the business sent to the Pennsylvania Department of Labor and Industry.

PHILADELPHIA (AP) -- As Southwest Airlines Flight 1380 plunged, passenger Hollie Mackey was torn between trying to save a woman whose upper body was being sucked out of a broken window and protecting the child beside her from a similar fate.
When one of the plane's engines blew Tuesday, so did the window beside Jennifer Riordan, a bank executive from Albuquerque, New Mexico.

WYOMISSING HILLS, Pa. (AP) — Federal officials say a small earthquake in eastern Pennsylvania didn't cause any damage.
The U.S. Geological Survey says the 1.6 magnitude quake occurred around 10:50 p.m. Sunday near Wyomissing Hills in Berks County.
Several residents reported hearing a loud boom and said the quake shook bookshelves and caused their doors to briefly rattle.
Officials say earthquakes with a magnitude between 1.0 and 3.0 aren't typically felt by residents. Read More...
